Mobilising Hard to Reach Māori Communities

Nobody is hard to reach, it just depends on the approach taken
H2R Research and Consulting Ltd was established to improve outcomes in health and well-being for hard to reach Māori communities in Aotearoa New Zealand. We support this by penetrating, engaging and mobilising hard to reach communities to build hope, raise aspirations and to become self-managing. This work involves thought leadership, building connections with health and social service providers, and helping hard to reach communities design and deliver initiatives and services for themselves.

Community initiatives 

The key to transforming communities is to inspire and rebuild hope. Using our community mobilisation approach, we have helped to develop health and wellbeing initiatives, education and employment programmes, and built leadership and capacity in Hard to Reach communities.

Who is Hard to Reach?

​‘Hard to reach’ whānau have endured intergenerational disadvantage. The trauma Māori and marginalised groups have experienced can often lead to low trust in authority and alienation from mainstream society, particularly when there is a lack of access to services. Social exclusion has become entrenched over multiple generations and unresolved trauma can be passed down to tamariki and mokopuna.
We have written research articles, delivered guest lectures and worked with universities and research organisations to discuss the social and historical drivers of gang growth in New Zealand, and the approaches needed to influence pro-social change.

Our framework

Our framework is premised on the need to penetrate, engage and mobilise marginalised communities. We believe people change because they want to change, and we draw on the principles of community mobilisation to encourage that change. Community mobilisation is designed to help communities build services and initiatives for themselves.​ ​

Our submission to the Gangs Bill

Based on our involvement with gang communities for over forty years, it is our opinion that the Gangs Legislation Amendment Bill will not achieve its stated aims because it fails to address the causes of gang formation and dysfunctional behaviours amongst some gang members.
